<h2 style="text-align: left;">Position Overview: </h2>
<div>The position plays a key role in directing the administrative responsibilities that interact directly with the District’s customers. The position is responsible for directing the District Treasurer duties in coordination and collaboration with the General Manger. The position is responsible to help fulfill the District’s promise to our customers, our employees, and our community that they will know that “We Care”.

<div>Key Responsibilities will include: </div>

<li>Attends and participates in the monthly Board of Trustees meeting. </li><li>Provide and promote exceptional customer service to our customers and employees. </li><li>Directly supervises employees in meter systems, billing, water quality, and system audits. </li>
<li>Provides general supervision to customer service employees in accordance with the District’s policies and procedures. </li>
<li>Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. </li><li>Assists in budget process; participates in the preparation and administration of the budget. </li>
<li>Provides oversight and direction for other administrative functions such as employee benefits, workman’s compensation insurance program, Utah Retirement Systems compliance, and water conservation programs. </li>
<li>Directs and controls the billing and cash collection functions of the District. Provides direction and oversight to ensure that bills are sent out in a routine and timely manner and that all cash, check and credit card collections are ccounted for and deposited each day.</li>
<li>Directs the process for the collection of delinquent accounts and the discontinuation of service of non-paying customers. Directs the addition of new accounts. Responsible for timely acquisition of each customer’s monthly water usage and reporting for proper billing. </li>
</ul>
<h2 style="text-align: left;">Nature of Work Contacts:</h2>
<ul>
<li>Daily regular face-to-face and over the telephone interactions with District employees and customers. </li>
<li>Periodic interaction and correspondence with Board of Trustees, related government entities, and others such as service contractors, vendors, and software providers.</li>
<li>Establishes relations with banks and other financial institutions. </li>
</ul>
<h2 style="text-align: left;">Training and Qualifications:</h2>
<ul>
<li>Bachelor’s degree in business or another related field from a four-year accredited college or university. Administrative/Customer/or Financial services accreditation; and seven (7) to ten (10) years of work experience in supervisory and leadership management capacity.</li>
<li>Considerable knowledge of administrative services, customer service, accounting methods, principles and practices; budget development and fiscal management. </li>
<li>Ability to effectively supervise, motivate and direct the work of others and utilize creative and cooperative problem-solving processes and facilitation skills diplomatically. </li>
<li>Must be bondable.</li>
<li>Must possess a valid Utah driver’s license with good driving record.</li>
</ul>

<li>Engage with the Kearns communities to address concerns, provide information, and gather input on services. </li>

The U.S. Environmental Protection Agency (EPA) has honored the Kearns Improvement District with a
WaterSense® Excellence in Education and Outreach Award for their promotion of WaterSense and water efficiency in 2022. The District was one of 25 winners nationwide to receive the award. Their efforts included conservation messaging, promotion, education, and outreach to the citizens served by the District (visit <a href="www.kearnsid.org/conservation">www.kearnsid.org/conservation</a>).

“With extreme weather affecting water supplies and quality, saving this precious resource is more important than ever,” said Veronica Blette, Chief, WaterSense Branch. “The 2023 award winners helped Americans look to WaterSense and save not just water, but the energy required to heat and treat it, as well as reduce greenhouse gas emissions associated with energy use.”
</p>
</p>
<p br style="box-sizing: inherit;" /> WaterSense, a voluntary partnership sponsored by EPA, is both a label for water efficient products, programs, and homes and a resource for helping consumers learn ways to save water. More than 2,100 manufacturers, builders, retailers, utilities, government, and nonprofit organizations partner with WaterSense to promote water-efficient products, homes, and programs.
</p>
</p>
<p br style="box-sizing: inherit;" /> Since 2006, over 40,000 certified water-efficient plumbing and irrigation products have helped consumers, and businesses save 7.5 trillion gallons of water; the amount of energy needed to pump, treat, and heat water by 880 billion kilowatt hours; and &171 billion in. Water and energy bills. These savings also helped prevent 337 million metric tons of greenhouse gas emissions, which is equivalent to planting 5.6 billion trees.

Join us for a tour of the South Davis Sewer District (SDSD) Wastewater Treatment Plant (WWTP). The WWTP, which has a capacity of 4 MGD, is one of two plants owned, operated, and maintained by SDSD that treats wastewater from 105,000 residents in Bountiful, Centerville, North Salt Lake, West Bountiful, Woods Cross, and the unincorporated area of Lund Lane.

The facility recently had a full plant upgrade and added a moving bed bioreactor (MBBR) to treat ammonia. It is treating a significant industrial flow along with residential wastewater. Its discharge goes to the Jordan River wetlands and eventually, the Great Salt Lake.

>Bob will present information detailing the status of the snowpack in the lower Jordan River watershed. He will use data products from partner agencies including NOAA, CBRFC, NRCS and CUWCD to assess how much water is contained in the snowpack. This information in turn can be used by water managers to prepare for spring runoff related to snowmelt. He will also present the data collected by Salt Lake County and explain how it is used to prepare for spring runoff.

><strong>Presenter Biography:</strong> Robert (Bob) Thompson is the Watershed Section Manager of Salt Lake County Flood Control Engineering. His current assignments include management of the Watershed Planning and Restoration Program, Stream Gauging Program and Stormwater Program. Bob is a licensed professional geologist in the State of Utah specializing in fluvial geomorphology. He has studied fluvial systems and hydrology in Utah for almost 25 years including field data collection for Pfankuch Level 3 Stream Channel Assessments, Physical Habitat Assessments using EMAP, RSRA and EPA Rapid Bioassessment protocols, collected snowpack hydrology data, created multiple databases and GIS data sets and models related to field collection and has been the Project Manager for numerous Riparian Restoration projects in the Jordan River watershed. He spends his free time trying to keep up with his three boys and his dynamo wife on trails, snow and in rivers.

<p>Happy 2023 from the Women of Water Board. We hope you are looking forward to all the exciting and engaging activities we have planned for this new year. Before we sprint into 2023, I’d like to remind everyone of what we did in 2022. </p>
<p>On January 25 we learned about the severe storm events in Salt Lake City from Mike Guymon, Salt Lake City Public Utilities.</p>
<p>In February, you’ll recall we had a fantastic virtual discussion on Envision Utah's 3-part series about the state of water in Utah. We focused on part 3: Utah’s strategic water plan.</p>
<p>March 24 we heard from Bob Thompson, Salt Lake County Watershed Section Manager, about measuring snowpack and an update on how the State was doing in the water year. You’ll recall it wasn’t a super stellar water year (unlike what we’ve got going on this year!)</p>
<p>April was our annual Legislative Update. We learned what occurred during the legislative session that affects water. There was a lot to discuss as 2022 was quite the water year!</p>
<p>In May we had our very first in-person gathering since the pandemic began. We met at Psomas and heard Scott Baxter discuss his kayaking adventures circumnavigating the Great Salt Lake at its lowest water level so far in 2022.</p>
<p>June was a pivotal month in the Women of Water organization! Our annual election was completed and you voted for our new President, Tamaran Woodland, and our new Secretary, Jessica Cooper. We want to thank the past president, Melissa Noble, and the past secretary, Jamie Bahn, for their service on the board. Both Melissa and Jamie are still members of the WOW board. Melissa is serving as the Past President, and Jamie is serving as the Activities Director.</p>
<p>The activity in June was a virtual Career Pivoting panel. The panel included: Michelle Barry with Salt Lake Public Utilities, Lizel Allen with Salt Lake County Flood Control, Marie Owens with AE2S, Krissy Beitel with Salt Lake Public Utilities, and Melissa Noble with the Division of Drinking Water (DEQ). We discussed career pivoting, among other topics.</p>

<p>In the heat of July, we met together in person and toured the innovative Cornell Lift Station in Salt Lake City. We enjoyed the ambiance of the Jordan River and saw the green infrastructure intalled there that improves the quality of water being discharged into the Jordan River. The site also adds a recreational ammenity for the community.</p>
<p>August was another virtual event with Emily Lewis frome Clyde Snow Attorneys at Law discussing Utah’s water banking update. The Utah water banking team worked hard to pilot the program. It is now moving into a new phase of the project, assessing lessons learned, best practices, and usable materials and content for Utah water users to explore water banking and water marketing more generally.</p>
<p>In September we hosted a social gathering and a paint night at Painting With A Twist in Murray. It was a fun evening of painting, laughing, trivia, and just enjoying getting to know other Women of Water members.</p>
<p>At the virtual October event, Paige Geslin, USU Career Coach and Jullian Morely, Assistant Director of USU Career Design Center, discussed the topic: Negotiating and Evaluating Job Offers.</p>
<p>2022 was a great year for the Women of Water organization. We transitioned from virtual-only events to meetings in person again. Thank you for your continued involvement as we seek to engage, empower, and educate women in the water industry!</p>

Understanding where flood risk exists and how high that risk is helps communities to mitigate loss of life and property. This presentation will be an overview of how flood risk is modeled and mapped on watershed and county-wide scales using 2D modeling methods.</p><p>Rachel manages the Water Resources service line in the Salt Lake City office at Wood Environment & Infrastructure. She has 6 years of professional engineering experience in the areas of watershed and urban stormwater hydrology and hydraulics (H&H), statistical frequency analyses, and geographical information systems (GIS). This is a grant funded position with benefits, $21 per hour, and reports directly to an Assistant Director.</p><p>The main responsibility of this position is to educate stakeholders and potential program participants of the risk to children from exposure to lead in drinking water, coordinate and track the testing of lead in water at schools and daycares, and help participants identify and implement measures to minimize drinking water lead exposure to children.
